An employee whose performance does not warrant a merit increase must be afforded every opportunity to correct, before the performance evaluation is issued. Dialogue and continual feedback are critical to the evaluation process, particularly for an employee with performance deficiencies. Employees need to know the performance required to receive a fully-competent rating.
Supervisors are responsible for ensuring expectations are communicated. A below ‘Fully Competent’ performance evaluation should NEVER be a surprise. Put the shoe on the other foot. How would you feel if the roles were reversed?
